La importancia de las políticas públicas de cuidado : relación entre el trabajo doméstico y de cuidado no remunerado del hogar y la brecha de ingresos entre hombres y mujeres de la zona rural de Colombia
Colombia has made advances in unpaid housework’s visibility and accounting in national economy, nevertheless, the relationship between this kind of work and paid work has been poorly explored due to the lack of information in the country. This document provides first estimates of the empirical relationship between unpaid housework and income, and its contribution to explain the gender pay gap in rural area. I use the panel data 2010 and 2013 of the Colombian Longitudinal Survey of the University of the Andes (ELCA), which is the only longitudinal database in the country with time use information for rural area. The relationship is estimated by Ordinary Least Squares (OLS), Instrumental Variables (IV), Fixed Effects (EF) and mixed method EF-VI, and to calculate the gender pay gap the traditional method of wage decomposition Oaxaca-Blinder (1973) is used. The result indicates that an additional hour dedicated to unpaid housework has a ceteris paribus negative effect of 2,6% on women’s income and the effect on men’s income is not significant. When it is included the unpaid housework in the Mincer equation and it is corrected the individual heterogeneity, the gender pay gap explained component increases 23%. From the findings, it seeks to support the creation and promotion of care public policies that contribute to more equity in the household labour and to the decrease in the gender pay gap.
