Evaluación de la capacidad de respuesta de los servicios de urgencia de la red pública de hospitales de la ciudad de Bogotá ante una situación de emergencia distrital
Bogota has the Prevention Fund and Emergency Response (FOPAE), which is a public establishment of district order that is responsible for taking necessary measures to prevent disasters or mitigate their effects. The FOPAE has established an Emergency Plan Bogota (PEB), which stipulates policies, organizational systems and procedures to address in a timely, efficient and effective manner situations calamity, disaster or emergency occurs in Bogota (FOPAE, 2014). This research project focused on assessing the responsiveness of the level III hospitals in the public network of the city of Bogota to an average emergency. For this purpose, capacity is defined as the number of victims who are evacuated and treated at a given time. In an ideal scenario, 98% of cases or population affected is treated and discharged within four hours (Fletcher, 2007) or eight hours (FOPAE, 2014) depending on whether the guideline is national or international, and depending on the level emergency.
