In Colombia, educational institutions have the School Environmental Project (RESP) established by decree since 1994. But it notes that the dynamics of each institution CEM1D a systemic approach does not handle, but the atmosphere is in parts, which has the consequence that the RESP generally only address the problem of solid waste, leaving aside other important impacts on the environment. That is why this project aims to see the atmosphere of a systemic way and to this end, will work with the pedagogical theory Modifiability Structural Cognitive to transform the thinking of people who make up the Educational Corporation Minuto de Dios (CEMID). For this, a review of the behavior and actions being undertaken by the institutions CEMID in contrast to the national and institutional parameters and taking into account the suggestions of resolution 5999 of 2010 of the District Department of Enviromnent will be held and Eco schools -schools in Europe and Mexico, will proceed to generate the Participatory Guarantee System for Environmental Education Corporation Minuto de Dios. It will be supported and this document will be left in the CEMID, through which it aims to encourage schools and children's homes to be implemented in its PEI and institutional RESP, forging that creditors of the awards are made and create in their institutions System Environmental participatory Guarantee by the Educational Corporation Minuto de Dios.
