Normal Schools, teacher training institutions were created during the nineteenth and twentieth centuries in various countries in order to train teachers to guarantee the dissemination of mutual learning and ideals of the nation.However, in some countries of South America in the twentieth century they were closed and / or transformed. Colombia is one of the countries that currently has Higher Normal Schools (HNS) although 75% were closed in 1978. This historical research from documentary analysis presents a brief overview of some Normal Schools of South America and attempts to resolve the following questions: How did the Decrees 3012 of 1997 and 4790 of 2008 transform the Normal Education in Colombia? What are the true intentions of the educational policy that currently regulates HNS?
