Iran's theocratic state condition has a foreign policy based on Sharia law, which sets international behavior towards territorial and political preservation, regardless of the ideology of those in power. (Zaccara, 2010). However the strategy in foreign policy under President Mahmoud Ahmadinejad (2005-2013) was characterized as reactionary and controversial because of its radical conservative profile, in addition to military and nuclear development; political tension generated in the context of international security. In the period of Hassan Rouhani, it has seen a significant change in the foreign policy of Iran and its nuclear project, this has enabled rapprochement and cooling of international tension caused by doubts about the nuclear project.
