In the nineties, the social housing in Colombia suffers a crucial transformation with regard to the previous politics under which the country had been ruled. In this period, the economic opening comes to its plenitude and the State limits its participation in the production of housing. Immediately after this, the social housing begins to be attended from the perspective of the private entities, who were in charge of giving a housing response governed definitely by the market. Due to this there is born in 2007 the decree 4466, in which there is defined the priority housing like the solution of housing which maximum value is seventy current monthly legal minimum wages, and taking as an end to generate an accessible alternative to the possibilities of the persons in major poverty condition. Nevertheless, with the appearance of the priority housing there were accentuated the problems associated with the quality of the housings, with a product that per years, has exceeded the limit of the acceptable thing in minimal habitability conditions. Understanding then that it departs important from the problem it is based on the partial vision with which per years the priority housing has taken place, a model appears for the design of these housings, based on the vision that Edwin Haramoto raises in its integral approach of the Housing as a System, like a tool to stablish qualities of a housing adapted with a multi-scale perspective.
