This article describes the process of constructing an open data and distributed open collaboration mechanism as an essential element in citizen participation and culture in the city of Cucuta to guide the didactic use of ICT information and communication technologies and integrate them into local government management models and to take advantage of the opportunities offered especially by mobile technologies. The research was conducted using the grounded theory, qualitative approach, where 6 units of analysis or key informants were taken; the selection was intentional, in terms of the selection criteria of the informants. The semi-structured interview and observations in the selected scenario were used as a data collection technique. The criterion of credibility and confirmability was the triangulation of the data from the results. A mobile prototype was designed that allowed the users to collaborate actively in the construction of knowledge, through the contributions of ideas and information on problems with public lighting, mobility, public space, infrastructure and public cleaning, which are exposed publicly through an open platform with access through XML, RDF and OWL formats.
