Spanish Abstract: Los pueblos del mundo se enfrentan a dos vacios de regulacion juridica internacional en este momento: en primer lugar, la falta de espacios internacionales de deliberacion, que incluso puedan llegar a ser vinculantes, a los que puedan acudir directamente sin la necesidad de ser representados por sus Estados, y, en segundo lugar, un inexistente catalogo de derechos, similar al de los derechos humanos individuales, que les garantice una proteccion frente los Estados y cualquier organismo internacional. Este articulo de reflexion analiza la propuesta del Dr. Antonio Jose Rengifo de una asamblea constituyente de los pueblos del mundo como mecanismo para garantizarle a los pueblos el reconocimiento juridico de los dos aspectos mencionados, y la acepta criticamente al identificar dos problemas teoricos que la propuesta debe superar antes de poner en practica la ruta que se le sugiere para su realizacion a corto plazo. English Abstract: The peoples of the world face two gaps in the international law now: first, the lack of international scenarios to deliberate, that even can become binding, to which they can attend directly without being represented by their States; and, second, an inexistent bill of rights, similar to the individual human rights’ one, that protects them from the States and any other international body. This reflection article analyzes Dr. Antonio Jose Rengifo’s proposal on a constituent assembly of the peoples of the world, as a mechanism to guarantee the peoples the legal recognition of the two issues mentioned above, and it accepts it critically by identifying two problems that this proposal must overcome before it puts into practice the path that is suggested here to materialize it in the short run.
