Julio Cesar Turbay Ayala´s presidency (1978-1982) marks a period of economic, social and political ruptures and changes both economically in the country. On one hand, the fact that these four years of presidential government would be located on a regional and global context of Cold War characterized by increased social and political disputes, materialized in armed conflict, coups, regime changes and awakening of social movements in Latin America, makes the reader wonder about the challenge that meant for President Turbay the political management of the state and society over a period of uprisings and insurrections of popular character and increasing violence exacerbated at a national level. As a result of the political and social deterioration, product of the administrative ineffectiveness of the state and the composition of a society that, during its republican history, had only been able to meet the cast of conservative and liberal political power, the victorious candidate of 1978´s presidential elections saw the need to deal with a democratic opening of the state and its government, but also face an increased exacerbated popular mobilization and the militar and political consolidation of both rural and urban guerrilla groups.
