This research was developed in Chaparral, Tolima and it is focused on the necesity of identifying the rural issues which don t allow the inhabitants to accomplish labor and economic conditions, required to get an integral development. Analyzing the employment characteristics, from a public policy tool, gives conceptual incomes to evaluate the economic development of the town. The results clarify the understanding about issues that rural inhabitants face on their territories. The research also shows some of the rural youth employment characteristics and evaluates some components of the public policy (SENA Program: Jovenes Rurales Emprendedores), to make a strict interpretation of the impact of this program within Chaparral's socio-economic conditions. According to that, the research analyzed the characteristics of the created Jobs in Chaparral, pointing out the following questions: Which is the available employment offer to the rural youth of Chaparral? What are the social characteristics of rural youth of Chaparral? Which is the impact of SENA Program: Jovenes Rurales Emprendedores, to the rural youth of Chaparral? These answers allowed to know better the rural inhabitants, the town s characteristics and it s economical potential to multiply the employment offer within this zone of the country.
