This book is the final result of that project and the seminar, and it tries to answer key questions posed by the development model proposed by the national government: to what extent does vulnerability to climate change increase with locomotives? How does this affect the economic efficiency of those? The editors believe that the country should adopt immediate measures in the short and long term, to reverse as much as possible, mitigate and prevent the effects of climate change, as well as strengthen the environmental institutions related to the issues addressed, to reduce tensions in management of territory, resources and relations with the population in the face of what the government has called the locomotives of economic development.
