The article aims to analyze the digital empowerment as university integration strategy, business and public policy for endogenous development. It is based on the principles of Guitert (2013), Negroponte (2010), Perez (2012), among others. Methodologically it is based on a positivist scientific paradigm descriptive with a non-experimental, cross-sectional design field. The population consisted of (22) subject to the following characteristics: active in the academic, business and political sectors in the Department of Sucre Colombia. Among the results, it is concluded that there are weaknesses in the strategies and intervention phases and the performance of activities that promote local sustainability.
