The present thesis analyzes how the District Secretary and the LGBTI Sectors configured the governance for the Public LGBTI Politic in the formulation face. Starting from: the concepts of Governability and New Public Managements, the existing regulatory framework in LGBTI matters at a national level, but also from analysis itself of the public politics formulation. I seek to contribute to the knowledge construction about the LGBTI sectors and to understand since the Public Management position, different ways than the social society, the public sector and the private sector can work together in generating integral proposals that guarantee all rights to the LGBTI community. Based on qualitative methods and trough the description, the understanding and the interpretation of the governance that was configured in the formulation of the District policy, I seek to understand the singularities of the LGTBI movement. There are semi-structured interviews to representative persons of each social sector, the District Planning and Social Integration Secretary, and some experts of the subject. I also recollect information from secondary sources, informs and documents about LGTBI matters. We use the concept of governance trough it composition itself in three categories: Interaction with between the actors, Governmental capacity and Institutional design. From those categories, some variables are derivate and their respective indicators.
