Touristic developement in Colombia has presented a constant growth in the last 15 years, thanks to the establishment of public policies that seek to strengthen the sector in various aspects like investment, security, accessibility and new destination promotion. San Basilio de Palenque, located at Montes de Maria, within the Mahates municipality in Bolivar Department, is one of the touristic destinations in Colombia that could beneficiate from this, thanks to its condition as a UNESCO Cultural World Heritage, which was declared in 2008, but it requires the establishment of a touristic development model that guarantees the competitiveness. The proposal developed in this paper gives a Communitary Tourism Model, designed to empower and allow the population to receive the direct benefits of touristic development in the region.
