Background : Every organization needs to have established an organizational structure that allows to have a constant balance in the production process, achieving the objectives and goals. Labor flexibility policies have been discussed for decades as found positions about the benefits and harms of its implementation, and that the industrialized countries have led the way in the legislation of these policies that aim to increase competitiveness business. However, the difficulty lies in establishing the extent of the results of non-profit entities. Research on labor efficiency and cost overruns generated by worker productivity not necessary and relevant because from the individual analysis of a single company can generate ideas to improve and encourage real change in all businesses. Objective : To determine the effect of the Labour Inefficiency in Public Institutions of Colombia and its relationship with the unsatisfied needs of the population. Method: This research uses qualitative methodology indirect technique by observing not structured to make a case study of officials of a public entity. Results : While it is true that Colombia needs companies that give job security to its employees, it is also true that should have parameters to allow meritocracy is a determining factor in hiring and continued employment of a person. In public institutions, the civil servants are very stable to the point of neglecting their effectiveness in carrying out its activities Conclusion : The Colombian government can be more efficient if its officials are more efficient.
