This work was done with in order to present study tools for readers interested in how to make a participatory Fiscal monitoring by a citizen oversight; the written report focuses on tracking citizens by a work of road infrastructure through monitoring and control from the pre-contractual stage to the execution of the work. To obtain development, Civil engineering students from Universidad Nueva Granada, conducted an accompaniment at all stages of the project and training lectures for citizens to have the knowledge and resources necessary to control the work performed. The paper describes and illustrates all the technical and administrative processes that were carried out during to the contract oversight: improvement and maintenance of the road the Cumbre in the municipality of Cajica during 2013 and part of 2014.
