The role of the social partners is essential in the management of water resources, the community empowerment around the water, generates that the actions implemented are successful. On the issue of community water systems, strengthening the different organizations not only provide financial resources for the development of their work, also an educational process and ongoing training to enable them to acquire tools to improve management as in terms of service provision as protection as supply sources. The present work pretends to develop general strategies that contribute to the strengthening of rural water management in the municipality of Argelia. For this work will be a diagnosis for each system into its component organizational, administrative, technical, operational, legal and environmental issues, to describe the obvious environmental problems and how they have been set, in this way, strategies result of this process will be consistent to the real situation of the study unit.
