In the educational process, social sciences have the aim to form citizens as subjects in and for life, actively participating with a critical awareness that achieves an understanding of reality to transform society Curriculum Guidelines, (2009). From these considerations it raises the research questions: What Social Thinking Skills (HPS) develop a teaching sequence in the teaching and learning of the mechanism citizen participation (guardianship) supported with the use of ICT with fourth grade students of School Hugo Angel Jaramillo Pereira city? In order to interpret (HPS), this is developed in the teaching and learning process, through theoretical reflection that guides the research problem, encompassing several authors. This process is based on the educational practices in the classroom, and is located in a descriptive quantitative approach, which aims to get deep in a social phenomenon in the context itself and through case study (Yin, 2005, Stake, 1999) so as to analyze and interpret reality in a natural and usual environment including ICT. Thus, the data analysis is done in three stages, first identify the HPS that students possess in a prior planning, the second step is to develop not yet evident HPS students using various activities planned and organized from the unit didactic and finally contrast what is planned whit what is developed to show whether or not the teaching and learning of HPS were entrenched by students, obtaining as a result the contribution to knowledge and training in the communities involved, and provide science teachers a social support for the improvement of educational practices in the area.
