From business practices by the authors of this Project in Planning Ministry of Pereira, Environmental Management Unit and Residential Public Services, framed in the consolidation of the Environmental Management System, has developed an Environmental Management Strategy –EMS- for the municipality of Pereira. The design reflected in this document was made from a retrospective, which is currently a diagnosis of what has represented and represents Municipal Environmental Management –MEM- in Pereira. The methodology guiding the process was the Strategic Prospective from Michel Godet. The main environmental variables that make up the MEM were defined through the MICMACS method and were classified according to their degree of influence or dependency on the MEM system. We identified municipal actors involved, as well as strategic objectives, to highlight the potential strategic relations or conflicts between them. The above was made through the MACTOR method. Then, the MEM system was decomposed in dimensions and then different hypothesis were made for each of them (economic, cultural political, etc.), where for it three (3) different scenarios were presented: pessimistic scenario, trend scenario and stage desired. The main purpose of the EMS and all its components included in this document (Environmental Mission and Vision, Environmental Values, Strategic Lines, Strategic Projects and Coordinating Mechanism Inter-acting), point to achieve the desired scenario. Therefore, the EMS is intended to be a planning instrument to guide environmental management in the short, medium and long term.
