The author in this paper,in respect to the profound impact of the development of ST legal system and ST on the social economy and construction of legal system ,analyses the needs of the times of the construction of ST leagl system,the relationship of the ST legal system and ST law,China's problems in the construction of ST legal system and ST law,etc.and points out that the construction of ST legal system is the centralized reflection of the strategy of prospering the country by ST and running the state by law,ST law is a new cross course in close connection with the development of modern ST,and that it needs the focus of both ST and jurisprudenticial circles.
