The present ecological environment construction by returning cultivated slope lands into forest and grass in the Loess Plateau is generally out of order and in blindness owing to deficiency of scientific planning to guide practice, which should be paid more attontion by relative agencies and departments. As soil and water loss is the main ecological environmental issue in the Loess Plateau, departments of water resources, forest, planning, civil administration and others are rushing into actions for returning cultivated slope lands into forest and grass, resulting in repeated input and achievement statistics.The out of order activities and false reported figures make it very difficult to reach expected objectives. It is suggested that the national ecological environmental construction commission should be set up under the State Council, and special coordination agency should be established to enhance unified leadership for the activities. There is the dialectical relation between ecological benefit and economic benefit, therefore, both of them should be united together.
