In Antioquia, the Ciudad Cluster is a public-private initiative, conceived as a strategy and organizational model of the production system for territorial development. Under this premise, this research determines the guidelines that dictate the supranational, national, regional and local guidelines for the Cluster Strategy. It is found that, from the sociocultural, economic, environmental, educational, physical space and technology dimensions, human intervention is a core; fact already established by Human Development. While the correspondence with the guidelines of the strategic plans of the five clusters designed for the region emphasizes the economic dimension, timidly incorporates variables from other dimensions of the territory, a fact that questions the intent of the program as a territorial development strategy.
