A partir del 01 de enero de 2002 se han intensificado los operativos que conducen a la aprehension masiva de personas con propositos de enjuiciamiento criminal; siendo el Huila, uno de los escenarios de dichos procedimientos. La presente investigacion, analiza si las citadas practicas guardan correspondencia con alguna de las estrategias de la Politica de Defensa y Seguridad Democratica planteada en el primer gobierno de Alvaro Uribe Velez; a su vez, evalua su razonabilidad (dentro del marco de las obligaciones internacionales del Estado bajo los presupuestos de proporcionalidad y necesidad) y eficacia (en terminos de determinar cuantas personas de las aprehendidas han sido efectivamente condenadas). ABSTRACT Starting from January 1st, 2002 it has been intensified the police operations leading to massive apprehension of people in order to charge them on criminal indictment; Huila is one the places where this procedure is being adopted. It's the above- Mentioned practices correspond to any of the strategies of the Defense and Democratic Security Policy in Alvaro Uribe Velez first governmental period; furthermore, the research will measure its reasonableness (within the framework of the international obligations of the State on the assumptions of proportion and necessity) and efficacy (in terms of determining how many people of those apprehended have been effectively sentenced).
