This research is an empirical approach, built on the constitutional reforms approved in the two periods of the Ex-President Alvaro Uribe Velez (2002 - 2006 and 2006 - 2010), reforms that had the intervention of legal and illegal actors in the development and the same design, what finally affected, the institutional balance established in the 1991 Constitution, which enshrined the Colombian State under the model of Social Law (art. 1), strengthening the mechanisms of checks and balances (art. 113 , 114, 115 and 116), responsible for ensuring political control and balance between the branches of government.
