Although Law 300, 1996, legislated for supporting tourism in municipalities, few have made use of the law. This suggests that tourism is not a regional development priority. However, this lack of interest does not reflect a lack of political will. The tourism sector has enjoyed varied forms of support since the beginning of the 20th Century. One of the most important indicators was the formation of the National Tourism Corporation – an organisation that regulated, controlled and promoted tourism in Colombia throughout its 30 year existence. In spite of the Corporation’s demise, tourism has not been forgotten. The last three governments have made important efforts in the following areas: national level studies, new regulations, competitiveness agreements, restructuring of state tourism organisations and the promotion and reactivation of tourist destinations. Thus, it is true to say that there is a public policy for tourism, an example of which is the sectorial tourism plan 2002-2006 – a plan designed to make tourism a notable contributor to the Colombian economy by 2020.
