This paper examines the causes of increasing similarity between House and Senate committees in their oversight of executive branch agencies. Using a panel design, the paper examines the influence of environmental (e.g., public demand and inter-branch relations), institutional (i.e., opportunities and resources for oversight), and partisan influences on committee behavior. Environmental influences are found to be the most important in explaining why House and Senate committees look increasingly similar.
