Having explained a definition of ultrapresidentialism (UP) and a the factors which cause this phenomenon in those states with a presidential system, it is presented the Ultrapresidentialism Perception Index (IPUP) as a measuring tool of the existence and degree of up through citizen perception. After showing the results of an experimental application of the IPUP in Colombia and Venezuela, it is propose the formulation of a public policy that enables Organization of American States (OAS) to measure up existence and degree through the periodically application of the IPUP over time. That would allow OAS to take action and counteract the effects of up in countries where their citizens express the existence of this phenomenon in alarming levels. In order to determine the objectives and contents of the proposed public policy, the authors used a cross impact analysis and Vester´s matrix. In order to ensure policy political viability it is applied a stakeholder analysis by using MACTOR.
