To manage water resources sustainably is necessary to establish a framework for integrated water resources management (IWRM), this process allows management and promote political, social and economic development of water, land and related resources. The IWRM is a tool of the balance of the water needs of a territory. Therefore the aim of this work is to advance the studies necessary to understand the behavior of water supply and demand in the basin of the river Tunjuelo. The demand / water ratio is used as an indicator of pressure on water resources and is expressed in percentage terms, through the Index Surface Water Shortage. To achieve this goal were made: (i) estimation of the water supply and it based on the availability of water resources was established, considering the environmental flow and water quality in the stream; (ii) determination of the demand that clearly define regulatory actions; and (iii) calculation of scarcity index by analyzing the water balance in the basin
