Propuesta político institucional para la creación de una entidad territorial con los municipios de Chinchiná, Manizales, Neira, Palestina y Villamaría como modelo para un desarrollo local integral
The commitment to the development of a territory, rather than the purpose of a Guild or political parties, is a collective challenge that requires the convening of local actors, to convolucionen their potential to overcome weaknesses that lead to exclusion, and advance the goals of eradicating poverty of a population. Understanding of the systemic behavior of the development view in order to formulate the basis for integrated local development from the creation of an administrative province and planning with the municipalities of Chinchina, Manizales, Neira, Palestine and Villamaria, using the tools of political administrative and investigative purposes suggests that initially the problem be dealt with from the historical dynamics explain somehowwhere originates the situation affecting the population living in these municipalities and in accordance with this identify the common elements that have characterized the relations currently community - on the future of local government. The historic profile says that these populations settled down and consolidated as autonomous territorial entities in the temporary segment which comprises the second half of the 19th century, full stage of consolidation of the Republic of Colombia, so that both institutions, municipality and Colombian State, have grown at the same time, and both the bonanzas and crises, is lived closely in the unit object of study.
