A tourism cluster is an area that possesses the attractions necessary to offer a touristic product. It must also have the necessary technical and business components. A cluster only comes into being when there is sufficient cooperation to develop strategies related to quality, operation and marketing. The process should take place between the relevant representatives of each area, or the region runs the risk of losing sight of its goals. Clusters are not always limited by the geographical boundaries of a region. Thus, territorial planning must take clusters into account and complement tourist activity.
