present research is developed in the field of adult education in Bogota with, the participation of the district night shift and the flexible model Among all learn, assigned to the District Secretary of Education, to make an overview of young and adult education, analyzing the perceptions of those involved in the construction of public policy education for them in Bogota. This research chose a, interpretive, qualitative, approach based on techniques of descriptive analysis of data, supported by the survey of students and semi-structured interview swith various actors working in education for youth and adults in Bogota DC. These instruments provided information to the reality of youth and adult education, analyzing interactions and meanings between direct actors in education and policy environment of adult education as teachers, students, administrators and officials of the District Secretary of Education, performing the respective analysis of their contributions to research by the researchers. The results obtained glimpse that there are consistent relationship between the normative discourse, and what is implemented in institutions that work to educate youth and adults.But it should also be noted that there are gaps, shortcomings, problems, needs, high impact situations, to consider relevant in order to enhance quality in the educational service of the adult population.
