In a context as culminating as that of Colombia that is immersed in conflict, senseless wars, insecurity in the streets, microtraffic and corruption, among others, the police institution encounters many barriers to fulfill its mission of ensuring a strong and peaceful social environment. The main barrier has turned into the concealment, or does not denounce, of the citizenship that they are those who see what happens, but for fear of reprisals and distrust the institution and the justice of the country they do not support the police labor; this situation creates the National Police Surveillance Quadrants Strategy whose central component of an active role of citizens through the principle of co-responsibility that seeks to integrate well with all stakeholders. In this paper the issues affecting the surveillance quadrants strategy and co-responsibility in the safety of a particular place, because of the research process developed by the School of Police Carlos Holguin Mallarino that seeks to identify and improve will reflect the weaknesses in policing and some of their campaigns.
