The significance of Information and Communication Technologies ICT to the economic, technological and social development and growth has clearly been analyzed in several academic, industry and government reports. This new industry transversely impacts and it is impacted in the entire productive sector of the economy. The present article is an attempt to describe the sources of new technological developments and disruptive innovations making possible the emergence of new product, business innovation models and value added services, and the subsequent creation of new technology based enterprises.
