resumen abstract The objective of this paper is to analyze indicators of vulnerability in cases of flooding in the Intendente Alfredo Mario Etchepare district of the city of Trelew, Argentina. The study contrasts two diagnoses: on the one hand, the technical-scientific diagnosis resulting from bibliographic consultation, document search, and interviews with technicians and key players in the neighborhood, and on the other, the analytical diagnosis of the perception of the inhabitants of the neighborhood, carried out after considering the information obtained through a semi- structured questionnaire. Due to the recognition of differences between the technical-scientific and the social perception diagnoses, the article suggests the importance of establishing an essential pre-analytical phase for the selection and implementation of any risk management strategy.
