This investigation raised the relation between disability and superior education and institutional policy. It showed that in spite of a frame politically legitimized of comparison of opportunities and educative inclusion for the people with disability, the problem of the negligence with the right to the superior education of this population is severe. Here the disability was considered like a resulting condition of different factors, where the social thing, cultural interact and the epidemiologist.
