Analyses of situation of the personnel of rangers and technicians determining its necessities of qualification, within the institutional context in which the management of the Venezuelan National Parks System. For it we are used a representative sample of employees of the System. The information was obtained with two prepared instruments “ad hoc”. The results reaffirm that all program of formation of human resources must consider the mission and the aims established for the institution, and qualities and conditions of the personnel to who it will be directed. Of the analysis of collected we can conclude, that the personnel guardaparques: they have a low level of instruction, is a relatively young labour population, they are in the first segment of his professional race and have concentrated necessities of formation in concrete areas. The technical personnel, the heterogeneity of positions and functions, as well as the diversity of profiles makes difficult to make specific as unique program of formation, therefore it s due to consider of generic areas for the qualification and the training.
