The Amendment 01 of 1993 considered by The Congress of the Republic comes to preserve and improve the decentralization system, ensuring that transfers of the Nation remain in the maximum value that, by mandate of the Constitution and the law 60 of 1993, must meet. It is inspired by the need to move towards to the second phase of decentralization, which will make it compatible with economic development and stability of public finances. Thus, the Central Government will recover part of its budgetary flexibility and achieve control its fiscal imbalance, which has a clear origin in its structural character.
