This paper provides an approach to Latin American integration policy during the presidency of Carlos Andres Perez Social Democrat (1974-1979). Following objectives were set : first, to investigate and explain the motivations that led to Carlos Andres Perez during his tenure to promote integrationist initiatives and economic cooperation to Latin American countries , and second, acting legally justify pro integrationist President Carlos Andres Perez , third examine the integration initiatives developed during the administration of President Carlos Andres Perez (1974-1979) , among which we have: the Latin American Economic System , the Amazon Treaty , within the Andean Pact emphasizes the creation of the Andean Reserve , among others. This documentary study , most of the information was extracted from documents , such as newspapers, refereed articles , legal texts , not to mention the use of audio , also must be framed within the research of legal documents, considering that not confined only to analyze the motivations of President Carlos Andres Perez (1974-1979) , but on the contrary , also addressed the legal study , through the analysis of legal instruments , such as the 1961 National Constitution, treaties and agreement signed by Venezuela under President Carlos Andres Perez (1974-1979) on integration. We conclude that the belief and conviction that had Carlos Andres Perez on the ideas of Simon Bolivar, led him to promote regional integration, adding, the principles of Democratic Action towards integration that were internalized by him, from the point of legally its policy was framed within the guidelines of the National Constitution of 1961, major integration initiatives aim to agree to achieve full social and economic development of Latin American countries.
