This article is an analysis of how is displayed in the governance of the period of the period 1900 to 2000, the normative component implemented the function of planning. The approach used was the epistemological, the hermeneutic, the analytical and colloquial. The General techniques used during the investigation were documentary analysis (bibliographic, norms, institutional arrangements, etc.,) consultation, testing, travel, among others.
