Resumen Este trabajo busca analizar criticamente las dificultades y limitaciones que el proceso de integracion regional andino ha experimentado desde la creacion del Pacto Andino en 1969 hasta la crisis de la Comunidad Andina cuarenta anos mas tarde. Se explora el argumento de la ausencia de “voluntad politica” como variable y se busca descomponer esta analizando la incidencia de los grupos de interes internos en la construccion de la politica del Estado hacia la Comunidad Andina. Abstract This paper analyzes difficulties and limitations in the process of regional integration in the Andean region since the founding of the Andean Pact of 1969 to the present crisis, forty years later, caused by the decision of the government of President Chavez to withdraw from the Andean community of Nations. Political will as an explanatory variable is examined. An alternative analysis, centered on pluralistic view of policy formation in which internal interest groups affect policy outcomes is offered to explain the formation of the political will argument.
