The evolution of strategies and methods of social intervention in Colombia has taken place with in the transition from a pre-modern society to a mixed society characterized by the coexistence and interlinking of forms of social organization, economical systems and way of thinking belonging to different historical periods. The concept of social welfare, is a part of those conceptual tendencies and hybrised ways of acting, even though, a very important step in the development of its disciplinary structure is the introduction of forms of intervention seeking to attain welfare through the exercise of civil rights. The civil rights in the provision of social services aimed at security the welfare of populations that are in greater material, cultural and spiritual need, is already an institutionalized experience which is worth knowing studing in depth, from its academy as well as from the implementation of public politics to which they are directly linked.
