This article analyzes the development of Jesus A. Bejarano's thoughts on the commercial agricultural policy. For this purpose, the author examines Bejarano's writings at the beginnings of the opening up of agriculture in the very early nineties, the papers he produced during the middle of the decade, and the influence he may have had on SAC's thinking. This work shows that although Bejarano strongly departed from the simplistic opinion of those who believe that the restructuring of agriculture is best left solely to market forces, nevertheless he did not favor a radical protectionist policy. On the contrary, he supported a transitional, gradual, long-term policy that would generate efficiency and competitiveness, and he was little inclined in encouraging income policies favoring specific agricultural groups.
