We set out to negatively outline the scenes of governability and ungovernability of the democracy in Venezuela from the roll fulfilled positively or on the part of the political parties. We approached the question of the crisis of governability like a complex phenomenon. The ungovernability appears basically like a crisis like legitimacy crisis, crisis of political conduction and crisis of the State, is to say is not managed to conform an atmosphere and scene defined by the legitimacy and efficiency that entails to a deterioration of the political system because of the disfuncion of the parties like producers of representation and governability in the Venezuelan society at the end of the Eighties. Finally we analyzed the exhaustion of the bipartisanism and the arrival of the Chavez phenomenon and naturally the persistence before and now of indicators of democratic ungovernability.
