Taking as a frame of reference elements of an industrial policy program for an open economy with some government actions directed toward promoting competition, consolidating infrastructure, and putting forward programs for productive restructuring and reconversion, a diagnosis of the national industrial situation, the advancements of the Sectorial Competitiveness Agreements, and the effects of carelessness in sectorial policy and in the formation of human capital is elaborated.
