This paper shows the results of project “Student mobility in the border sub region ;Tachira Norte de Santander: Toward the construction of a public policy education; funded by the Public Administration School ESAP. The issue of student mobility research explores multiple factors that affects and violate the right to education in this geographical area of study. Hence, the objective is, understanding the dynamics of student mobility in axis Tachira -Norte de Santander, in order to generate proposals to strengthen education policy based on the condition of border and binational integration. Research shows a diagnosis made from a quantitive and qualitative methodology, statistical sources, institutionals and a field work. Among the significant findings is the customary use of the double identity as a means to jump the immigration official requirements, and gain access to education, a fact which later becomes an obstacle in the same student mobility.
