Present article describes several years of investigation on the aplication of technology in superior education in Colombia. The principal contribution of this investigation is the presentation of a model to develop an strategic plan for a university. The article also presents new tools and the necessary recommendations to develop the PETIU model as “techno-educative pyramid”, definition of paradigms and how to handle changes in a university for innovation and technology management.
