With the aim of enhancing productivity and competitiveness of electric utilities, a methodology to conform projects derived from amounts of improving actions for technology management units is presented. A portfolio of projects is configured and then they are prioritized firstly by their impact on the market positioning of the utility and secondly by their performance facing likely scenarios, dynamically conditioned by demand, regulation and technology paths. One software based on system dynamics and genetic algorithms that permits to conform, prioritize and monitor the projects, is presented
