Advances in public policies aimed at women have had great development and applicability in Bogota, as in the case of the Equal Opportunities Plan 2004-2016 and the Law 1257 of 2008 on the elimination of forms of violence on women. However, despite the existence of an institutional framework that supports the rights of women is clearly still need to delve into the eradication of violence against women. This research aims to make an approach to the organizational processes of women in order to identifyshortcommings, strengths and weaknesses in the applicability of the public policie of Women and Gender in Bogota. For this, the research will have a qualitative design, it will identify women's organizations working or not hand the Ministry of Women and the Houses of Equal Opportunity in the localities of Kennedy and Teusaquillo, and the construction of empowerment and participation of women from a feminist perspective. With the use of semi-structured interviews presented to women within these organizations identified will be made to understand through their discourses and practices, inconsistencies and / or perceived strengths on the implementation of the Public Policy on Women and Gender in the city of Bogota.
