In this research, a methodology was examined to evaluate development institutions, which transcends the relationship between objectives and results. The interactions between the DERIC projects, established in Monterilla town (Cauca),and the community , were studied, The Theoretical Focus of Human Scale development by Manfred Max Neef and the Communicative Action Theory by Jurgen Habermas were applied together with the methodological orientation of IAP investigation-Action-Participation (IAP) , complemented by the participant observation. Three phases were identified in the evaluative process of the interaction between the institution and the community: 1.The initial phase, where the community objectives are the starting point for the development project, and the dominance of consensual community actions, over strategic actions guarantee its initiation. 2. This is the state where community objectives are relatively fulfilled, when strategic actions are gradually seen to substitute communicative actions in the orientation of the project, to the point where a change is produced in the kind of leadership shown. 3. In the third phase, the strategic actions of the project are consolidated for the realization of the autonomous objectives of the DERIC project, which in turn ends up being the property of the Catholic church, thus transforming itself into a Foundation. The IAP evaluative process was written into this last phase in search of an opening towards the community, and so as to redirect the project. After close analysis it was found that the situation within the community, the project and the visions of some. About the development as a production of objects meant that it was not possible to gain fund achievements for social welfare. However, this process permitted a dialogue, an exchange of knowledge and provided technical advancements for some of the region´s farmers based on their particular needs.
