Peace is a key requisite for development, and development is a key requisite for peace and security. This report studies the interrelation there exists between security and development, first in the international framework and second, in the framework of the European development cooperation policy. In particular, it examines the mechanisms set in the ACP and the EU sign of the Cotonu Agreement. One can perceive trough this report a trend toward the inclusion of a political perspective in the development cooperation witch leads to the increase of aid conditions and also demands a better off coherence between the European Development Cooperation Policy and the Common Foreign and Security Policy (CFSP).
